Not sure about completely.
When I first discovered my penis and the pleasure it could give me, I did it frequently. For me, frequently was usually once/day. Sometimes I'd feel regret after so sometimes would do it twice in a day. That would usually remove the horniness for a day or two.
I think due to the pleasure aspect of it and also the "take you out of the normal thought" part of it, I started using it as an escape for stress, especially during college. That's what I would say is the addiction part.
I find now, even though I'm older and my libido isn't as strong, that when I get stressed, I want to jerk off.
Also when I'm angry.
