Governor Wes Moor sent a letter to the Mobster Pedophile inviting him to see for himself that Baltimore was a peaceful city, not in need of military invasion.

The Mobster replied in his usual fashion threatening the withdrawal of funds established by Congress and signed by President Biden but obviously a Gift By The King Pedophile.

You're unclear on the concept of Congressionally authorized spending versus mandated spending.

Biden cancelled Congressionally authorized spending for the border wall. Perfectly legal.
Biden cancelled Congressionally authorized spending for Starlink service in rural areas. Perfectly legal.
Biden cancelled any number of Congressionally authorized Defense expenditures. Perfectly legal.

And Trump can withdraw specific grants of Federal funds for transportation projects because, like Biden before him, that is within his purview as the nation's Executive.

Elections have consequences. Deal with it.

Biden gave notice, per law, that he was cancelling this. That is the difference.

Add in, he had his administration review current levels before that.

Right. And Trump can say whatever he wants, issue the legally required notice, and then cancel the funds at the appropriate time. In the interim the US Department of Transportation can slow walk the funding with plenty of bureaucratic bullshit until the legalities are worked out.
