Has the doctor recommended non surgical treatments? They should be the first step. There are creams to apply that help if simple expansion treatments don't work. Circumcision should the last option, but US doctors are not well informed, and tend to go to circumcision inappropriately.

Circumcision will impair your sexual feelings and functions a lot. I would give non surgical treatments a good try before I would agree to circumcision.

I would personally get a second opinion if your Doctor hasn't exhausted non-surgical interventions before resorting to the knife.

That goes for most things, incidentally, not just things connected to one's dick.
