Is she just flirting or interested in more?

Obviously we have all had people flirt with us and for me it's not always obvious if it's just flirting or if there is more to it than that.
This past week I went out with work friends for drinks. While there a co worker who had on a wrap dress would keep adjusting her dress top showing more cleavage or pulling the dress away from her breasts as she adjusted it.
Now there was another man there but she would turn my direction when doing it.
I don't have any problem at all asking a woman if she is interested in more which I have done and got the I could never do that but the flirting continues. Sometimes it cools off a bit and other times it's obvious.
So my question is do people think this is just her having fun ie let's see if I can get the old guy going or is there actual interest?

So when you ask a women if "she is interested in more" Her reply " I can never do that" What " More" are you asking for ? It must be an odd request where she would have such a reply.
And no she wasn't flirting. Her dress didn't fit her quite right and you were the only person who noticed it.
Good observation though.

That damned dress!! It happens every time I wear it! 😉
 
‘Co-worker’ could be a slight pause-point to consider all outcomes.
Although, the thought of her facing you to adjust her dress is quite an interesting signal. Tread carefully, perhaps?

For a woman that is meticulous about how she dresses, her hair, nails and so on to have a dress that doesn't fit right doesn't seem plausible.

So you know the answer then. And yes it still is plausible for numerous reasons. Sometimes the most obvious reason is the right answer.
But hey, you know best. Go for it and don't take no for an answer she is playing hard to get.

Honestly I don't know the answer. She flirts openly at times and then pulls back.
She has held my hand, hugged me and we have had some sexual banter back and forth.
I think it's as far as it will go but probably hoping for more

I apologize I guess I did leave out the things leading up to this.
We admittedly are good friends both married, her unhappily me at the age of coexisting so I think both looking for more but also both nervous about the work situation as you have seen online recently.
