Most of those were while people slept. Unfortunately for them. No system is perfect it seems.The NWS was adequately staffed (additional staffing was on hand due to increased urgency) and sent out four notices.
4pm - flood watch
11:40pm - flood warning
1am - flood warning with immediate.alerts for affected areas (mobile alerts)
5:30am - flood emergency (with more targeted mobile alerts)
All four warned of low areas to move to higher ground. The last three targeted specific areas of urgent focus.

We may need to return to those screaming siren days I recall from my childhood for tornado warnings. Put them up and down the river areas for sure.
Sad that we lost so many young... and old in this bad weather event.
