The NWS was adequately staffed (additional staffing was on hand due to increased urgency) and sent out four notices.
4pm - flood watch
11:40pm - flood warning
1am - flood warning with immediate.alerts for affected areas (mobile alerts)
5:30am - flood emergency (with more targeted mobile alerts)

All four warned of low areas to move to higher ground. The last three targeted specific areas of urgent focus.

Most of those were while people slept. Unfortunately for them. No system is perfect it seems.

We may need to return to those screaming siren days I recall from my childhood for tornado warnings. Put them up and down the river areas for sure.

The local municipalities were responsible for covering the gaps. They should've been out knocking door to door after the warnings to get people to safety.

I live in a place where the tornado sirens are not always reliable. I have two backups. One is an electric Carter siren I bought as salvage from California and the other is a hand cranked Carter-Secomak 477 air raid siren.

I also have a Chrysler Air Raid Siren from circa 1952 that I am restoring. It will be powered by a modern 318 V-8 and that bastard should crank out 130-150 decibels when I get done with it.
