Deficits matter. That's why the framers didn't include direct Federal income taxes in the original Constitution. They knew that as soon as someone figured out how to spend OUR money, the government would immediately begin with bread and circuses for the masses.

So instead of apportioned taxes through the States, the Federal Government can now dip its fingers directly into our wallets and TAKE however much they want. Which we soon found out wasn't enough to satisfy the sudden spending habit.

Even so, deficit spending didn't really exist until after WWII because we had to pay for the war and the people didn't have much, if any, income to tax but it was Johnson's great society that really created social deficit spending in the 1970's.
