City-owned, not state-owned. And the idea here is simply that not starving to death is a basic human right. What's wrong with that?

It would benefit most cities, including NYC.

He thinks taxing "white people" more than others of different skin color is legal and will solve the economic woes of NYC.

That's not quite what he said. He called for shifting the tax burden to more affluent neighborhoods, which he correctly said were whiter. But the point isn't really racial, it's about shifting the burden to those who are better able to afford it - and that idea is popular in NYC, even among the people who would end up paying more in taxes.

This man has no business occupying any official office in the United States.

New York is not Idaho. Get over it.
