Story question

I don't think it's a problem to discuss ideas with an author. As long as you're respectful and not demanding

You can always ask. Just be prepared to be told that the author already has half a dozen works in progress already, and another dozen ideas that they can't wait to start on.
 
Not at all. I've had people approach me, and two of my stories were based on ideas given to me in those cases. I still get such requests once in a while, and I'm flattered, but I usually tell people that while in theory I might like to do it I'm so backlogged with preexisting story ideas that I can't give them a timetable for completing it.

The best thing you can do is to take the time to get acquainted with the writing of authors and find out whom you like. Find someone whose story subjects and style match what you are looking for. Then approach them politely.

General, unprepared solicitations are much less likely to meet with a positive response.
