In the civilised world, we take a similar approach. We pay for research and university chairs, but not only that. Basic research carried out by companies can be tax-deductible up to 100% by governments. There is a staggered system for applied research. The closer to the application, the less is financed by the state, because then the company becomes a market participant and the market must not be distorted.
Be that as it may, here (once again) things are being lumped together that do not belong together. It's as if "President" Trump were to make a sensible decision (crazy thought, I know) and then people would reject the decision because he wears such tasteless ties or because he rapes women in changing rooms.
