Stupid, slightly drunk idea.

Female dogs only go into heat (want sex) once or twice a year. But they REALLY want to mate during this time.

What would our world be like if people went into heat like dogs?
For example, for 51 weeks, nobody has sex, until that crazy week once a year. Businesses stop and the world goes sex mad... for a week.

Then back to normal, with some women now pregnant.

Could you make a story work in that situation? Maybe following a group of 18 year olds for their first 'heat week'?

I would hate that. But, I mean... I'm asexual, so of course I'd hate feeling horny.

So if you did make a story like this, you’d want to either make it a quick stroker so the reader doesn’t have time to think about it or you want to put a lot of thought into it and do some serious world building.

Cause modern society is heavily influenced by the fact the average non ace human does want to have sex (or at least have urges) more than once or twice a year. Also even in the animal kingdom not every female of that species goes into heat at the same time, so if every one did you’d have some major changes to society

Like imagine world war 1: like did all the armies rig up some speakers go: “yo it’s fuck week. War’s on pause. Remember where everyone was stationed-shit the nurse is showing off her nylons I gotta go!”

or think about how much sex appeal is a part of our culture. In a world where everybody feels horny for a week, lingerie companies are gone, instead everyone probably wears pretty plain underwear or fashion is more about accentuating creativity than complimenting physical characteristics.

Also, would probably be a more communal society. After all, you’d likely have more than one partner and only sticking to married or long term partners wouldn’t make a lot of sense.

Child rearing would also be more communal:

1. There’s be no guarantee you’d know who the father is

2. During the week it’s going to take a lot of cooperation to make sure the kids are looked after while everyone’s fucking.

I do think your idea of using a group of teens as viewpoint characters is a good idea, keeping a smaller scope on things. They understand the idea in princible and maybe once they turned 18 they might have played at sex or tried masturbating but didn’t get anything but a small bit of pleasure.
With the week coming up, the older adults let them know what’s coming and try to prep them as best as they can but once it hit they go wild.

Reminds me of the film The Purge (2013): "...a 12-hour period when all criminal activities are legalised."

Only, instead of violence, it has all kinds of sex, sex, and more sex!

A world-government makes it possible by using law and modern medical science, as a way to control and regulate population -- making the whole world have a vaccine which prohibits biological sexual urge/potency, until for Week Number 52 when the vaccine boosts the sexual urges uncontrollably instead of prohibiting them.

What could its title be?

"Week No. 52"??

"The Heat Week"??

"The 7 Days And Nights In Heat"??

I thought of another way to do the plot that would let you have a viewpoint character the reader could latch onto:

Have the world be a space colony. Like the great sojourn from earth has happened. Humanity is among the stars.

Each colony however had their own way of doing things or alternatively was conducting an experiment (think the vault-tecs from Fallout) this colony either believing it would be better for their development or as an experiment (probably the better explanation) altered their genes to only go into heat once or twice.

They landed and by the time they got a colony up and running, the fact it wasn’t the norm was long forgotten.

Viewpoint character is an agent of the earth government who is hunting down the missing colonies, making contact with them, documenting their culture and inviting them to join back with their fellow humans.

Character arrives and sees a 21st century style town with some changes but is shocked when he sees some of the fashion (like some are just really gaudy, some people are just nudists as an artistic protest or because they can’t be bothered.

When he gets an erection he’s laughed at for “being too eager” and gets taken to a nice doctor who tells him “hey it’s okay, over eagerness effects 3% of men and women. Besides, the heat is next week, this isn’t that bad. Would you like me to help relieve you?”

And then she offers a handjob or titjob and continues his physical like everything is perfectly normal.

So you can see this character have to document this strange society and be surprised along with the reader.

Maybe they take things in stride, maybe they find it upsetting, maybe they participate (and then later realize if their non altered genes get in the mix they could cause trouble for the society down the road)
