Well, how about merely demanding that they show up for work...............in the office..............everyday? That's an easy start, working vacation time is over.
Programs within departments and agencies can be terminated. These can be potently effective in that they usually involve capital outlays on top of staffing. For example, why is NASA still being funded to try to design failed rockets?
I agree with the notion of turning many of those programs back to the states but that will involve some careful transition management. Many states won't have the financial resources. Block grants MAY solve most of those issues.
And Trump plans on testing the sequestration law to its fullest.
D of Ed is a no-brainer and talked about a LOT. And I did specifically mention the NASA rocket programs.
Taking down a bureaucracy is actually relatively easy, the true problem is the congress critters that see those programs as life achievement trophies with captive constituents attached. Every one in congress wants to see those wasteful programs terminated.................just not theirs.
So sad. It seems no one can survive without handouts from the government.

Nobody was stranded and therefore nobody needed rescued.
Credit to SpaceX for being able to deliver on their contract with NASA to provide HSF capability to and from ISS. But it isn't like they did anything outside of what they had already promised NASA and have been paid for.
And shame on Boeing for being such a clusterfuck of ineptitude. That's what happens when financial engineers take over from the aerospace engineers and rocket scientists at a company whose business is rockets, jets and spaceplanes.

To be fair, SpaceX did offer to send an additional Dragon capsule to the ISS to allow the Boeing Crew Flight Test astronauts to return earlier (for a hefty fee, of course). NASA determined it was a better use of their funds to keep two veteran, experienced astronauts on the ISS and rework their crew assignments to bring them home on an already scheduled and purchased flight.Oh, so now you're saying it was a partisan publicity stunt because Elmo would never do it for the astronauts under President Biden.
