i think there is a difference between explicit and illegal?
i dont know, it is annoying having to wait for long periods to change an avatar pic.
i assume its not nudity that is the issue - more illegal things like underage, beastiality and such..

The moderators are restricted to their respective domains: Chat Moderators can only act in Chat, Forum Mods only in the Forum. The approvals process for usernames and avatars is handled by... someone else, I don't know whom.
