That's what we've had ever since the Pendleton Civil Service Reform Act of 1883.

Before that, we had the spoils system. Which was infamously corrupt and incompetent and nepotistic. Like an urban political machine at the federal level.

Based on his behavior since taking office, one is tempted to suspect that Trump wants to return to the spoils system.

Accountability against abusive bosses, for starters. Too often, the least qualified people end up in charge (because everyone else got a better paying job in the private sector after getting a few years' experience) and they often end up destroying the careers of talented young staffers who haven't actually done anything wrong.

My original claim is that federal civil servants are not hired based on who they know, or their party affiliation. That's not ridiculous, that's the truth.

There are other federal jobs, outside the civil service system, which are filled by presidential appointment.
