According to what I've read, Trump will assign to different agencies the tasks of giving grants, etc. The only problem with this idea is the departments where these duties are assigned do not have the funding necessary. But Trump doesn't care.

Why? It was an invented Govt Dept put in place to make the union happy. Get rid of it and revert to where we were before it was invented.
There is no earthly need for the Federal Govt to be involved in any way in a State responsibility. Federal over reach, and all we need to do is cancel it completely for a big win

When I have a problem with something someone has said, I find that mental ignore works amazingly well.
