Create a world where mermaids exist. It's simpler than trying to come up with a way to transform the women. It opens up unlimited possibilities.

The mer-folks are short on women. But they have magic powers. They find these three human women vacationing on a remote Greek island. They bewitch them, transform them into mermaids, and welcome them into the herd? school? pod? Whatever you call a collection of merpeople.
One of the three loves it. Especially the sex. Another one hates it and looks for ways to get turned back and escape. The third one isn't sure what to make of the whole situation, and just tries to sort it all out.
But they all have lots of sex. You would have to invent something about just how merpeople have sex, but that would be part of the fun.

One of the famous movies about a mermaid is Splash (1984) with Tom Hanks and Daryl Hannah. The trailer says, "She has legs out of the water, she has fins in the water." To me, since the merpeople would have legs out of the water, you have to get them out of the water in order to have sex. Lots of sex is possible out of the water, but no sex is possible in the water. That seems like a fun plot feature. By the way, I love the pic. I guess in the pic, their tails are still in the water; therefore, they still have their tails.
Splash had a part in it where Daryl Hannah was taking a bath; therefore, her tail was still on. When she got out of the tub, her tail was still wet; therefore, she still had her tail. Tom Hanks says, "Are you ready?"; but she is still drying off her tail!
You could use this in your story, also. Say the guy is taking a bath in the tub, and the ravishing merperson, with "legs up to here" comes into the bathroom naked with her legs still on. The guy is drooling over her, and he wants her to come into the tub and have mind-bending sex with him. However when she gets into the tub, her legs turn into a tail; and the sex is no go!
