I read it. Even so why was no alternative plan in place? San Francisco has a system with multiple points on the bay to draft water from in case of emergency. It's been in service for over 100 years.

Actually, I spent over 40 years as a firefighter and because of that I have knowledge of municipal water distribution systems and hydrants. But to be honest it's much simpler than all of that, if there is no water in the reservoir there will be no water in the hydrants. If more water is being pulled from the system than the pumps that refill the system can overcome, there will be no water in the hydrants. The fact that a 17 million gallon reservoir was dry was absolutely crucial in the fires growth.

Even further, experts said that even if full the water from that reservoir wouldn’t have helped to any real meaningful degree, would delay a bit but not even close to turning the tide.

I find it amazing that a metro area like LA doesn't have in place generators or engine operated pumps for electrical failures. I lived in a small rural town in Wisconsin that had 2 electrically powered well pumps and an emergency back up LP gas driven pump in case of power loss. The Town also had a large trailer mounted generator that could also operate the pumps if needed.
