But in this instance her territory the U.S. Virgin Islands has not held a direct, official vote specifically for statehood. So, she either doesn't know her own constituents or she doesn't know the House rules, or the Constitution. Why? As one (you) assume. Both are unincorporated U.S. territory but they are separate and distinct territories with different histories, populace, geography, and economies.It would make more sense for the USVI to be counties of the State of Puerto Rico. They're right next to PR.
