In many (most? I don't know) countries of the world 18 is the age when you can legally do lots of things that generally constitute being an adult, such as vote, drink, sign a contract, buy a weapon (in this country at least), be tried as an adult and not a minor, do time in an adult prison not a juvenile detention centre, the age of consent (especially if you are an adult and the other person is not) and so on.
In that sense, 18 is a handy legal placeholder, and a simple rule where it can be yes or no. Also, it's Laurel's site, she declares the rules - and it's not like they're hidden away.
