In the last week, budget negotiators in the House and the Senate put together a deal that extends government funding through January 19.

More importantly, the budget deal extends funding for the Children’s Health Insurance Program (CHIP) through March. CHIP had faced an end to funding, with health insurance for millions of American children at risk.

As AP also reported, some Democrats are saber-rattling on CHIP, claiming the GOP only cares about “tax cuts for the rich and powerful,” as Sen. Jeff Merkley (D-OR) put it. But Merkley and 200 other Democrats in the House and Senate voted against the spending package that extended CHIP funding through March.

These 201 Democrats will have to return to their districts for the holiday season, and may have to answer to their constituents why they voted against extending funding for children’s health insurance.

Very thorough article. Leaves out what else was, and wasn't, in the bill and why they voted against it.

Congressional Bill Title: Department of Homeland Security Blue Campaign Authorization Act of 2017

Senate Measure Number: H.R. 1370 (Department of Homeland Security Blue Campaign Authorization Act of 2017 )
Measure Title: A bill to amend the Homeland Security Act of 2002 to require the Secretary of Homeland Security to issue Department of Homeland Security-wide guidance and develop training programs as part of the Department of Homeland Security Blue Campaign, and for other purposes.

What was CHIP doing in a DHS training authorization?

Oh its a political tactic that goes back a long way. The idea is to make the opposing side's bill unappetizing to pass, or get a bill your side wants to pass

The DHS name is what the bill originally was supposed to do. As passed it doesn't actually do that.

The text got completely replaced during the amendment process leaving only the name and number. It became the Continuing Resolution bill with some additional budget measures like temporary CHIP funding. It was quicker to rewrite everything via an amendment on an existing bill than route a new bill through the committee process. Shutdown, and Christmas, was looming.

Many Democrats in Congress are playing shutdown chicken over fixes for DACA. That hasn't been done yet. They were voting pro-shutdown not anti-CHIP.
