That's because Robert Graysmith along with SFPD were sure it was Arthur Leigh Allen but they never had enough evidence to convict.

Having read both of Graysmith's books on the killer, I was convinced it was Allen as well. I'd really be interested to find out if there was the same volume of evidence that can be traced to this other guy.
