A Brief History of the DC Universe
People with special powers have always existed, but the terms "superhero" and "supervillain" first surfaced in the early 1930s, during the Prohibition. With the dramatic spike in crime, heroic individuals stepped forward, many wearing masks to conceal their identities. This ultimately led to the formation of the Justice Society of America in 1940, with such notable heroes as Hawkman (Carter Hall), the Flash (Jay Garrick), and Doctor Fate (Kent Nelson) in leadership positions.
As the United States became involved in World War II and it was discovered the Nazis were employing metahumans as soldiers, the government pressured the JSA to aid in the war effort, a request they eventually could not refuse once they discovered the immortal warrior Vandal Savage and the Injustice Society was amongst the Nazi ranks.
When the war finally ended in 1945, the Justice Society returned home to thunderous applause, and they were more popular than ever with the people of America. Comic books, toys, lunch boxes, and other merchandise with their faces on it began selling like wildfire. This was the golden age of the superhero, but it would be short-lived.
Government pressure to join the Korean War in 1951 ultimately tore the Justice Society apart, with some members wanting to fight and others believing they should stay out of the war. After the split, several of the heroes retired their costumes.
In the decades that followed, smaller teams of heroes were formed here and there, but nothing as big as the JSA. That all changed in 2003 with the formation of the Justice League of America, inspired by the old JSA. Heroes such as Superman (Clark Kent), Batman (Bruce Wayne), Wonder Woman (Diana of Themyscira), and Green Lantern (Hal Jordan) – who had been active a few years prior – helped found the new League.
Until Hal Jordan received his power ring from the dying Abin Sur in Summer 1999, Earth was largely unknown to the greater galactic community. Upon becoming a Green Lantern and familiarizing himself with Oa and the wider galaxy, Jordan helped to make Earth an associate member of the Galactic Alliance. This thrust the little blue planet into the spotlight and was one of the major reasons the Justice League was formed.
The year is now 2013. It has been ten years since the League formed. Since then, Earth joined the Intergalactic Science Association on Rann, with genius inventors like Adam Strange helping to perfect Zeta Beam technology for teleportation. On Earth, Zeta Tubes are used all over the world, but the only ones capable of interstellar travel are aboard the Watchtower space station to prevent random aliens from beaming to Earth. There must be a tube at either end for a trip to be successful, at least with current technology.

Not long after the fighting stopped, the National Security Agency's Extranormal Operations Division was swarming all over the place, and Agents Amanda Waller and Rick Flag took control of the prison.
