The author of the story/poem/etc is obviously notified if there's a new comment on it, but someone mentioned "atting" someone in the comments so they're also notified. Is that a real thing, and if so, how's it done?

No they're not notified. I said that because it's the only way to indicate that you're replying to a specific comment.

It doesn't hyperlink their name or send a notice, like say Twitter. The way it would be done is a simple ampersand next to a name; @UsuallyPresent.

I thought an ampersand was this '&' and this '@' was just called at?
