In Japan, I'm told there are train cars that only women are allowed to ride in, to keep men from groping them during the crowded trip. I think this is likely a good idea.
What if, on a day when some tourist decided to wear a kilt and take a short trip (just two stops up the line!) on a day when the train officials were short staffed, and had a woman with bad eyesight at the checkpoint that was to turn away men, and the women going to their train were just too busy to notice, and you had a guy get into the supposedly women-only car. The guard woman on the car catches him (he isn't trying to hide or be obnoxious, but once the train is going he does get noticed) and to make sure he gropes nobody, she cuffs his hands up over his head, to the bar that passengers frequently hang onto while riding the train in a standing position.
While he's only planning on riding the two stops up the track, this guard is finishing a double shift, worn out, and forgets about the man as she leaves the train at the next stop...
What would a lot of Japanese women do if a tourist stood among them in a kilt, with his hands up over his head. Some of these women would be seated, eye level with his groin, should he face their way. Maybe they've been felt up, or know someone who has. Would that make them more or less likely to return that "favor" on this foreigner? The other guard: Would her key fit, and would she tell if it did or did not? Does she know what guard set these cuffs? Would she do anything to help him, or would she lead the way to harass him?
