Women Teachers Caning Students

I've heard that in India it's common for younger attractive women teachers to cane both boys and girls. Does anyone have familiarity with or thoughts about this, assuming the students are of sufficient legal age?

I imagine there's a very strict law-- these teachers MUST be younger (younger than whom?)

And MUST be attractive (is there an examining body that looks them over?)

before they are allowed to cane boys or girls.

Ugly or older or male teachers are not allowed to practice caning on boys or girls.
