Basically, is there any way I can loosen up my ass so it's not so tight? Actual fucking isn't an option, and I can't buy a dildo.

why can't you buy a dildo? They're not *that* expensive if you shop around :).

Alternatively, buy some kind of lube (vaseline, KY, whatever you like) and use your fingers to fuck yourself. Start with one finger, work up to two, then three. Do it every day and you'll get comfortable opening up in a week or two.

However, here's a question: if you're not going to get fucked...why bother?

I don't know. I haven't used vaseline in many years, but when I was in the 15-17 years old range (err, about 17 years ago :p) my cousin and I used to use vaseline when he fucked me (a few times a week) and it worked out pretty well with no adverse effects.
 
Petroleum products, like Vaseline and baby oil, and food products that can give energy to bacteria aren't good choices for lube. Neither is KY Jelly, since it's formulated for one-time insertion, not repeated penetration like sexual lubricants.

Real lube is readily available in your local drugstore or mass merchandiser (e.g. Walmart). If you want something that provides a lot of lubrication without a lot of product, try a silicone lube. You can probably get a sample size in your local sex store, and larger sizes are cheapest online.

The anus is muscular, so any stretching you do now won't benefit you in the future size-wise (just like stretching your legs today won't loosen your muscles for a run next week). Practicing will allow you to get used to the sensations and figure out how to achieve penetration comfortably, so it's a good idea even if it won't stretch you for the future.

For best results, suck it up and buy a sex toy and maybe a butt plug that you can use to practice now and when you're with your partner. Toys come with discreet packaging and billing these days, or you can go to your local sex shop. Also make sure both you and your partner know how to do anal safely and comfortably. I can tell you that as a teen, getting fucked by my cousin, vaseline was an *excellent* lube that worked well and lasted a long time, and never presented a problem. It's important to note, though, that we were exclusively fucking each other and were playing bareback.

Until just recently, I haven't played bareback even once since then, and I'll tell you this much for sure: no other lube I've ever used worked as well as vaseline, but of course, since most of my partners were random strangers, safety was issue #1.

They have more risk of trapping bacteria and causing problems because our bodies can't get rid of them effectively. You can find expert opinions from medical professionals and sex educators like this one via Google if you're interested in learning more.

Synthetic and many natural oil-based lubes should never be used in the vagina because of the risk of infection. There are some oils (olive and coconut come to mind) that are safe for most people due to their pH levels and antibacterial properties, but oil+pussy is generally a bad idea.

Silicone lube lasts like oil-based lubes and does not pose such health risks. IIRC, it's chemically inert, can't grow bacteria, and hypoallergenic. Plus, it's latex-safe, easier to clean in general and moisturizing.
