Wake up. Iraq quit being secular when Saddam found another way to manipulate the populace. Go research when Iraq changed it's national flag. On that day the country stopped being secular.

Saddam himself wasn't a religious man, he was merely into power trips. But he purposely steered the country towards radical Islam with himself as the Grand Poohbah. It helped focus his enemies wrath elsewhere.
