Some do, some don't. And it depends on the situation as well. There's a time and place for almost everything for most people; the game is finding out when and where is right for a given individual.

Example:

As a female..I have to agree w/ most of the statements here that it is a mood thing.. i generally find that i find "dirty talk" most fun when it's either w/ someone that's completely casual or w/ someone that i've been intimate w/ for a while.. it's exciting!
