I mean, we're not talking about the "deep state" or some bullshit like that. Every state is administrative. A county school district is an administrative state.

Laws need to be written clearly so that the administrators are administrators rather than unelected legislators.

Of course, in context, the ones saying that are a mob of proto-Communist rebels, and the second thing they want to do is kill everybody who can read and write.
