In the US and many other social democratic countries, people are rewarded with government benefits when they have children, especially poor and unmarried people.

In third world countries, some religions encourage having children because they feel it makes people more virtuous. They don't look at the bigger picture that you no longer need to have 10 kids so that one or two will survive to adulthood.

Most poor know all about contraception and how to get it free, at least in the US. Most poor know how to get the maximum they can from the system, they know things the middle class doesn't even have a clue about. Most children born to the poor are planned or semi-planned.
