Why do Naruto stories get approved?

The rule for CHYOO is that characters can't be under 18. Naruto is a cartoon about characters who are 12 years old, 15 in the later episodes.

So why do stories about Naruto get approved?

Because the approvers don't know the ages? I know I didn't know their ages.

Neither did I, and I have watched some eps of Naruto.With anime it's really hard to tell ages, as some characters are intentionally drawn to look younger while others are amde to look older than their real ages.

Hey in Japan they would be legal at 12. Got to worry about those japaness and there anime. Guess it depends on how close the writer follows the orginal story line. I have seen a naruto comic where they where all grown up.

15 is as old as they get in the comic.
