Why do most poetry magazines prohibit simultaneous submissions?

mostly because they wish to put out a publication with original, innovative material to interest their readers, plus it gives them first publishing rights. most places (though not all) won't entertain a pre-published work unless it's won some award, and then there's the issue of multi-submitted work being withdrawn after it's been accepted by another publisher - this can screw up the whole layout of a publication and, as nerk said, staffing levels are generally not geared to be dealing with these sorts of problems when a deadline has to be met.
 
I think this is true a lot more than just poetry magazines, but applies to most publicatons, whether print or online.
 
in our mag. simul. subs were okay, as long as the poet let us know. we only read four times a year, so it was crazy to make people wait that long. Many publications have a quick turnover, so it is annoying to accept someone only to have them say oh sorry, it got in somewhere else 15 minutes after I submitted it to you
