Why can't stories be listed under more than one category?

The site isn't built that way -- yet, anyway.

You can always use those category names as tags on a story and your readers can find it with a search.

I think we've been promised a category-free tag-based LIT for some years (decades?) now. Hold not thy breath.

One theory why it shouldn't happen is that it would give certain stories more advantages in terms of getting views.

A second theory is that the Hubs will be overloaded with different stories.

For instance, if I put a story with 5 categories, I'll be listed under 5 Hubs. Everyone would start doing that. Just load it up to suit as many categories as possible, then each Hub will be cluttered with different stories.

Maybe a primary category with sub-categories. But that would be just like a category with tags for the other categories. So...what's the difference? None really.

Or just the primary category is listed in the hubs, which kind of defeats the multi-category forma.

Why do people want the world when they will only complain about having the worlds later?
