Seriously though, first item on the agenda: Pay cuts for all the bigwigs in Washington, including the Pres. Anywhere from 50 to 65%.

Next, taxes for the wealthiest 5% in the US increase by 15%

Third, cut spending to a bare minimum, promoting (1)education, (2)crime prevention, and (3)defense.

This is just a start.

That I know... and sometimes localities don't know how to spend it.

Ex: when I was in high school, we received nearly $1000000 over four years for the sports program. However, the music and art programs were falling apart. No help. We nearly had to remove the orchestra program due to falling membership (my junior year, we only had 15 people).

Yeah that is pathetic music is so important too. I don't even know how you could solve that either. The local areas know what things need money the most and so that is why you should limit the strings attached to them, but when they won't give the money to an important program that is falling apart what do you do?

I mean does the football team really need new uniforms every year? We had to buy our new uniforms and warm up suits when i was on the wrestling team.
