Are there a certain number each month, or just when someone feels like it? And seriously, can I send a thank-you to someone?

As far as I know, Laurel and Manu are still the only ones who can set the Editor's Choice Flag.

I suppose in theory anyone with the authority to approve a story could set the flag, but that still boils down to Laurel or Manu.
