Who owns the rain?

Some places here want to make it so you need a permit to have a rainwater tank off your own roof.
I think it should be mandatory that every home has a tank for gardening use, etc.....rather than wasting scheme water!
 
Maryland has a rain tax. Thankfully most jurisdictions see this as ridiculous and refuse to collect it from their constituents.
 
That's crazy. 30 days for rain? Donte Stallworth got 30 days for a vehicle homicide. That's bullshit.
 
Whoever she is, I'd lay a bet she lives in England. I just wish she wouldn't piss on her own doorstep quite so frequently.
 
What's wrong on going to jail for JUST 30 days? It would pass away so fast.

Atleast you would get free food without doing any job. Also, you can escape from your company where you're expected to work a lot of hours...
 
I think Oregonians could argue that SURFACE water is public property. This guy's ponds impounded flowing surface water, which is indeed in the protected watershed. Now, if he only had tanks that collected runoff from roofs etc, and not from any ground flows, he'd not be in the news. Constructing and maintaining ponds are exactly the kind of property activities that communities are justified in regulating, same as building codes and special uses.

This guy's ranting about "property rights" just doesn't fly here. Property rights are not absolute. I don't have a 'right' to run a pig farm or hot-waste dump in my rural mountain community, not without getting a sign-off from the county. This guy does not have the right to impound surface water, if I understand that 90-year-old Oregon law. G'z, I guess govt got too big way back when...
 
In the UK, you can collect water in water butts, and are encouraged to do so.

Householders have to make sure that if they cover an earth surface, for example by installing a driveway, that rainwater will soak through, not run off.

BUT - landowners cannot construct dams on their property without a permit, and dams retaining more than a certain quantity of water have to be licensed, inspected for safety, and a payment has to be made to the water authority for 'extraction' whether by damming a stream or pumping from a well.

I live in one of the driest parts of the UK. Our water supply comes from underground aquifers. The water levels can drop dramatically if we have a hot summer followed by a dryish winter. They have been discussing building a reservoir for decades. We will need it soon if the proposed new housing estates are built.

At any given time I probably have 150 to 200 gallons of rainwater in my water butts - enough to water my garden, wash my car, keep my small pond topped up - even if there is yet another hosepipe ban.
 
Laws regulating water are only going to get more complex as populations grow.

The guy in the article got exactly what he deserved. No permit no reservoir.

Especially in areas that are drying out. The PNW has not been very wet lately and it's got a lot of people freaked out and the states are taking action in form of water conservation laws and enforcement.

Actually, the problem is just more and more lazy lemmings roosting in major population centers expecting water to be delivered to them...

...instead of living their lives in respect of nature, themselves, and their fellow neighbors by naturally dispersing to habitate the great open spaces of American or Canada where plenty of water abounds.

Our founders hoped a day would come when self-government would be the norm politically...

...but self-government politically is the same thing as self-reliance culturally, and the fact is the overwhelmingly great percentage of every western population prefers to be spoiled as a collective, rather than to make a literal life for themselves.

If more folks did revere the independent spirit naturally within each of us instead of freely and quickly trading it in for the cardboard convenience of 15 minute pizza delivery...

...every home in this country would be totally self-sufficient by now, almost effortlessly capturing and distributing exactly the amount of electricity the household needs, and almost effortlessly capturing and distributing exactly the amount of water the household needs.

That would allow immensely less laws regulating what naturally should not concern righteous government at all...

...which would also just as naturally mean a freer people.

But noooooooooooooooooooo...

...the spoiled mob - never sated with their expected luxury - rules their needs are more vital simply because of their majority, and then forcefully moves to invade and steal others' property to add to their spoil, when they were always too lazy to create their own property for themselves.

When The Fail comes...

...lemmings will be justifiably faced with fighting for their literal survival within the collective prison cities they've created themselves, or setting out beyond their city limits and making the choice of being shot for the thieves they become accustomed to being, or finally repenting of their statist ways and having a shot at living to make the new nation which will be needed.
