After making repeated pronouncements he would make Mexico pay for a border wall, then saying he would implement a border tax on goods coming into the U.S. from Mexico (meaning U.S. citizens would pay the tab), Trump decided to see if existing funds (i.e. U.S. taxpayer money) could be used to build the wall.
A memo which the Reuters news agency has a copy of says the Department of Homeland Security has so far found only $20 million which can be redirected towards the wall, an amount which would give a few tentative prototypes at best. Any more money would have to come from Congress (i.e. the U.S. taxpayer).
As if to admit his farce is being exposed, Trump has said he will ask Congress to pay for any amount not covered by redirected funds and then pressure Mexico to pay back the money at some later date.
As the saying goes, you can't make this shit up.
