Who decides on the rating

Hi,
Who actually decides the ratings for your submissions.? Why do they sometimes go up and down? What is considered a fair rating?
So many questions you might say. Just want some simple answers. Thank you.

The ratings are decided by the votes cast by your readers. It will go up or down based on what vote is given (say you have a story rated at a 4, a 3 vote will bring it down while a 5 vote will bring it up.)

Also, sweeps are done occasionally by the site owners to clear out troll votes (malicious 1 votes).

And any multiple votes as well. Lost 72 votes from one of my stories a couple of days ago.
