Here we finally get to the heart of it - Cheney wanted to torture a POW into providing a link between Iraq and al Qaida. This prisoner, former head of Saddam's secret police, wasn't a "terr'ist", didn't have any ticking time bomb, was a known official of a nation-state (so he was "uniformed") and therefore wasn't a candidate for extra-Geneva interrogations, even under the tortured legal justifications the Bush administration ginned up.

Robert Windrem, who covered terrorism for NBC, reports exclusively in The Daily Beast that:
*Two U.S. intelligence officers confirm that Vice President Cheney’s office suggested waterboarding an Iraqi prisoner, a former intelligence official for Saddam Hussein, who was suspected to have knowledge of a Saddam-al Qaeda connection.
