when to send feedback?

I'm so happy! I actually have a day off from the hectics of school! Anyhow, I'm wondering ya all, when do you send 'true' feedback? I have had lots of new writers that I talk to often send me their stories or just say "hey, I have a new story up!". But what I don't know is if these people actually want feedback, or just are spreading their happiness at posting a story. Do the rest of you send 'constructive' feedback when someone hasn't come right out and asked for it, or do you just read and say congratulations?

I don't want to be a critical 'troll' if someone isn't actually fishing for constructive critiscism. But I don't want to seem disinterested either because I love it when people tell me what they don't like along with what they do.

I for one love good constructive critisim any time from anyone. But like you I am often hesitant to give it without being asked explicitly. Writing is creative and when people submit a story it is sort of like sending their baby off to school.

Not very many people would like for the janitor at the school to drop by just to say.

"Damn, you got the ugliest kid at school. Why don't you comb his hair and maybe go for some plastic surgery or something."

So I refrain from giving really harsh feedback unless the person has specifically asked for it.
