it's called a cabbit. like a cross between a cat and a rabbit. it is the only anime character that i've ever thought of as cute. the powerpuff girls don't count, they're not anime in my opinion.

Is everything make by a Japanese person anime?
Why should all anime be Japanese?

Is it a style or a comment on the nationality of the creator?

If it's the first then you can have American anime, Russian anime and Japanese anime.
