Trump signed three executive orders
Trump is scraping another $100 million dollars out of offices. Getting rid of people that do the actual work. What does he need it for ? Is he still trying to get money for his wall ?
Easier to fire federal government employees.
Rollback the power that unions have to exercise their prerogatives (that represent federal government employees).

Civil service experts noted that Trump’s orders build on an effort conservatives have used in Indiana, Wisconsin and other states to weaken public employee unions.

“It’s very clear this is part of a broad strategy to undermine the power and position of federal unions,” said Donald F. Kettl, a public affairs professor at the University of Texas in Austin.
Union officials said the orders strip out previously negotiated provisions for pay increases and promotions, performance evaluations, work schedules, child care and overtime. They also limits the issues that can be brought up as a grievance and eliminates a guarantee against retaliation for filing one.
One of the biggest impacts Trump’s move could have is on the ability of agencies to fire employees.

American Federation of Government Employees President J. David Cox Sr. called the executive orders "democracy busting" in a statement. "Our government is built on a system of checks and balances to prevent any one person from having too much influence," Cox said.
"President Trump’s executive orders will undo all of that. This administration seems hellbent on replacing a civil service that works for all taxpayers with a political service that serves at its whim."
The executive orders will significantly reduce the amount of time it takes for federal agencies to go through the process of firing a federal employee; reward "performance over seniority"; order agencies to work on renegotiating union contracts and publish them in a database; and require all federal employees to devote at least 75% of their work hours for agency purposes, senior administration officials said.

The executive orders remove time that they have to work on union business, force the unions to pay for the spaces used for union activities. Less time to negotiate union contracts.

The order cuts back on lobbying or pursuing grievances against an agency on taxpayer-funded union time. Agencies will also be able to collect rent from employees who use federal office space for union business
What surprises me, is that the news media is not commenting on the Republican bill that may be ready before a deadline passes.

It is another back door method of undermining health care initiatives set by Obama. The agreement at budget time was that money would be provided to insure that the C.H.I.P. program would be supported.

Texas lawmakers split sharply Tuesday on President Trump's plan to claw back more than $15 billion in congressionally-approved spending, nearly half of which would come from a children's health program that provides coverage for 400,000 kids and pregnant women in the state.

These proposed rescissions reflect the same Republican indifference as last year when their repeated delays in renewing CHIP resulted in both damaging uncertainties for our local health providers and many alarmed families," said U.S. Rep. Lloyd Doggett, a Democrat from Austin. "Republicans are already breaking their word on our agreement reached a mere two months ago. They are wrongfully demanding that we eliminate federal resources that would otherwise go to meet children's needs."
There's no logical reason for the Trump administration to cut spending from the Children's Health Insurance Program when Congress passed a bipartisan CHIP package in January to authorize the program for six more years and save the government hundreds of billions of dollars," said Houston Democrat Gene Green. "This gesture is solely symbolic to save face with Republican voters."

If it was un-needed, or unimportant, why did so many insist that these funds were present in the budget ? Why did the Republicans agree to provide the back- up system, that would insure the program has something to fall back on ?
No one expected the Trump rescission ? (Claw-back the money!) Why ? Could it be the timing ? Which elections are taking place, a week from now ?
