Is it possible to change your vote on a story once you've voted? I was checking my story and it now has one fewer vote than before but the rating has gone from 4.71 to 4.85. I'm confused. what just happened?

Laurel, the Webmistress, periodically reviews votes for fraudulent votes -- generally only duplicate votes, unless she's tracking a complaint of malicious down-voting. When duplictes or other fraudulent votes are found, they're removed -- your story looks like it had a one vote removed, but she's just as likely to remove a fraudulent five vote.
