there was a big article about it in the nyt recently. there are claims of everything from microwave weapons to sound waves to a pathogen like legionnaire's disease. also mass hysteria.

Some kind of pathogen is the best bet.

The most Karma thing would be that it's caused by all the electronic security sweeps and anti-spying tech.

I think it's communications surveillance equipment owned and operated by any number of countries that the use of has serious side effects in the area of the target.
