What could the governments of Canada and Mexico reasonably be expected to do?

Trump is imposing 25% tariffs to punish them for fentanyl and migrants crossing the border. But no government is expected to keep people or things in. Except in really totalitarian states like NK, every border-control agency in the world is tasked only with keeping people and things out.
 
In 2016 Trump complained "they're not sending their best" immigrants. Nobody was sending them -- no government has a Department of Emigration.
 
Well, of course they can do that -- in Canada, government runs the liquor stores.
Independent agencies run the liquor outlets, some owned by the government, some by the producers. Liquor regulations are controlled by the Government. Each Province controls what and from where the type of alcohol that can be sold in their province.
