Why did Biden decide to change his rhetoric from war crimes (forvwhich Putin deserves to be tried at Hague) to genocide, within THAT particular week?
Cause inflation, the magnitude of which was revealed that week.
American poor families are being hit hard, almost or even harder than Russian ones.
Biden's sanctions were incompetently applied, especially since many European countries didn't follow.

The problem with your question is that you make it seem like it's not rhetorical, when in fact it is.
But why did Biden use the term to justify the dramatic lowering in living conditions that Americans are experiencing?
His speech was only ... Putin... genocide... the hike in prices that Putin created...
nothing about how HIS sanctions were implemented, whether they had any success
