What’s the best way to organize/publicize a “collaborative” writing project?

In my view, any artform is diminished by including a committee. Write it yourself as best you can then get help cleaning it up.
 
The only cases in which I've seen this kind of thing be even somewhat effective are when it is fanfiction being written. Pretty much no one capable of writing original fiction is interested in someone else's story concepts or treatments. But as far as fandom goes there's a thing called a kink meme, where people post story ideas and requests, and other people post links to their fanfiction because it's a ready-made audience, and maybe 1 in 10 will show up in a story. Occasionally someone will do fanart instead or a fan-comic.
 
The only time I participated is a collaborative writing effort was for an impromptu contest over in the Authors' Hangout. I was paired, I didn't get to chose who, with a very nice person from Europe. I think we did a good job, but both of use were more interested in the adventure we were writing about then any sex that just happened along the way. Plus it was extremely long for a short story, over eleven Lit pages.

And the way we handled it was email...we both used the same word processing software, so we could turn revisions on and send the manuscript back and forth.

I thought there could be a Wikipedia-style effort to "collaboratively" write a story...

One person could come up with a basic idea and outline...

Different people could write each scene... others could refine each scene... over time a full story could be written...


I mean, Wikipedia created a whole encyclopaedia with over a million articles...

Possible to write an erotic story like that?​

Are there other places on the 'net where story ideas could be "advertised", to draw attention to others who might be interested in writing the story?

Almost all my story ideas are "vanilla" interracials... Caucasian men with South Asian women... essentially...​

Sometimes, but very rarely, the Authors' Hangout organises chain stories that have contributions from a number of authors.

You might look at the Authors' Hangout sub-forum for writing exercises.

But apart from the mentioned fan fiction other collaborative projects tend to assume that the author can't do better on their own.

P.S. I can see no attraction whatever in inter-racial stories. To me, people are people, and inter-racial fans seem to assume that people are different.
