GoldWave is really good. It's shareware, but fully functional as a trial version for seemingly forever.

Dunno the adress. Do a Google.

I've never had it ask for a file... but I only use it for recording audio for lit's poems and stories.
 
JL: If you're still in need, Audacity is a bloody good one and it's the one I use. http://audacity.sourceforge.net/

It needs a codec for mp3s, but there're instructions lying about for how to get it. Fairly easy to do.
