In 2018, Baltimore was rated one of the "Rattiest Cities" in the nation by pest control company Orkin. According to Patch Media, although there has been progress in the last few years, Baltimore ranks ninth in rat infestation, down from its sixth position two years ago on Orkin's list.

What about safety? In 2017, St. Louis had the nation's highest murder rate, at 66.1 homicides per 100,000 residents. Baltimore came in second, with 55.8 murders per 100,000 people. The unpleasant fact is that predominantly black and Democratic-run cities have the worst records of public safety. The Trace, an independent nonprofit news organization, using 2017 data from the FBI's Uniform Crime Reporting program, listed the 20 major U.S. cities with the highest homicide rates. After St. Louis and Baltimore, Detroit was third, with 39.8 murders per 100,000 people. Other cities with high murder rates included New Orleans; Kansas City, Missouri; Cleveland; Memphis, Tennessee; and Newark, New Jersey. With 24.1 murders per 100,000 residents, Chicago ranked ninth in the nation, followed by Cincinnati and Philadelphia. Washington, D.C., was 17th.

What about education in Baltimore? In 2016, in 13 of Baltimore's 39 high schools, not a single student scored proficient on the state's mathematics exam. In six other high schools, only 1% tested proficient in math. In raw numbers, 3,804 Baltimore students took the state's math test and 14 tested proficient. Citywide, only 15% of Baltimore students passed the state's English test. Money is not the problem. Of the nation's 100 largest school systems, Baltimore schools rank third in spending per pupil.

Baltimore's black students receive diplomas that attest that they can function at a 12th-grade level when in fact they may not be able to do so at a sixth-, seventh- or eighth-grade level. These students and their families have little reason to suspect that their diplomas are fraudulent. Thus, if they cannot pass a civil service exam, they will accuse the exam of being racist. When they get poor grades in college and flunk out, they will attribute their plight to racism. The information that these black students have is that they, just as white students, have a high school diploma and the only explanation they see for unequal outcomes is racism. The same story of poor education outcomes can be told about most cities with large black populations.

The problems that black people confront are immune to who is the president of the United States. Those problems were not ameliorated when Barack Obama was president. Those problems are not going to be ameliorated by Trump's presidency, though the black unemployment rate is considerably lower. The lesson for black people is that politicians and government handouts are not solutions. If they were, at a public expenditure that tops $22 trillion over the past half-century, black people would not be confronted with today's problems.

Perhaps not, however the article is 100% accurate. I've lived less than 30 miles from downtown Baltimore most of my life. The worst part is that the Government is always wanting to fund programs to move "those people" from their already ruined neighborhoods out to mine.

Let's start with the fact that 70+% of those kids live in a single parent household, many with their grand-parent. Parents plural is a rare commodity in the black inner city. Add to that that is how their parent grew up. This is a multi-generational phenomena that goes back to the '70's. The attitude is "Fuck school" that's whities shit. The same is true in the large Hispanic neighborhoods in the large cities, particularly on the West coast. The parent doesn't care, the kids don't care and given that attitude and the environment they AREN'T going to be recruiting teachers that give much of a shit either. The teachers just want to make it through the day without being assaulted.

Teaching requires the ability to enforce discipline and that carries through to the household. Sadly discipline is lacking in both.

This is a problem that both the black and Hispanic communities are going to have to make up their mind to clean up on their own. The government can't do it for them and isn't the answer.

It's unfathomable. Baltimore receives more money per student in Federal and State aid than any other jurisdiction in the State, while consistently recording the worst test scores and graduation percentages.

In contrast, my home county, (Harford) places 22nd lowest of the 25 school districts in the state as far as funding per student, but consistently has test scores and graduation rates that are the 2nd to 3rd highest in the State, (second/third only to Montgomery and Howard Counties, both are DC suburbs and are considered to be two of the wealthiest counties in the entire country!

There's something very, very wrong with this state of affairs, but believe me, i wouldn't DARE say that it's the fault of 80 years of Liberal policies in a Liberal state. It has to be the fault of those damned conservatives, right?

Sort of, here they called it "Moving to Opportunity," a euphemism for "Moving to Section 8 in the Suburbs." Sad to say that it destroyed numerous established neighborhoods along the I-95/Route 40 corridor in the southern part of my home county. All I can say is that I'm glad that they didn't get the money to extend the light rail/subway/bus lines out this far, as they wanted to. It would have ended up being far worse than it is today.

Take a look at the eight other cities that beat Baltimore on Orkin’s rattiest cities list. What do they all have in common? We’ll, let’s see:

Chicago hasn’t had a Republican mayor since 1931. Philadelphia last saw a Republican mayor in 1952, Detroit in 1962. San Francisco has been Democrat-controlled since 1964. Washington, D.C., has never had a Republican mayor.

In Los Angeles, Democrats have run the city in all but eight of the past 58 years, in New York, it’s eight in the past 74 (not counting John Lindsay, who switched parties while in office). Cleveland’s been run by Democrats in all but 16 of the past 78 years.

Indeed, if you want to see what liberal Democratic policies tend to produce, go to any one of those cities, or other Democratic strongholds. Democrats promise to help the poor and downtrodden, grow the middle class, make life more fair. But their policies consistently produce the opposite.

These cities are rife with crime. Baltimore ranks No. 1 for robberies and No. 2 for murders. Many of the other rat-infested cities also rank high for violent crimes. Their infrastructure is crumbling. The middle class has largely abandoned them.

And far from tackling inequality, Democrats have made it worse. Washington, San Francisco and New York are all in the top 10 for biggest income inequality levels, according to the Brookings Institution. Other Democrat cities — Providence, Miami, Boston, New Orleans — are also on the list.

Washington, San Francisco, New York, Detroit, and Cleveland are also among the 10 worst-run cities, according to WalletHub. Three other Democratic strongholds — Oakland, Flint, Hartford — make WalletHub’s worst-run list.

Yet, whenever the desperate conditions of these cities get discussed, they’re treated either as if these problems simply fell out of the sky, that somehow Republicans are to blame, or that more taxpayer money will solve everything. The connection to liberal policies never gets made.
