If Castration could be the punishment for sex-crime or something equally evil, the thought strikes me that a Vampire Vagina (with teeth) could be the ultimate method.
 
Just to be clear: I've not written toothy vamperotica, nor read in the last few decades. (Soul-suckers like succubi excluded.) I don't really give fuck one about vamperotica rules; if I wrote for money, I might. Alternative vamps might be fun.
 
As far as the question in the actual OP, I don't think there is a "norm" for vampire genital temperature. I don't think there is a large enough body of anatomically detailed vampire erotica for a consensus to have been reached. The only mainstream author I can think of who might (might!) have even covered it would be Anne Rice, but I haven't read enough of her to know if she did.

I'm for specialized vamps. We know of those who drain blood, and semen, and life force, and bank accounts (same thing). Let's try those draining glandular secretions, or lymph, or endorphins (takes your pleasure), or pain (leaves you helplessly euphoric). Something significant must be drained. Toe-jam vamps will not be taken seriously.
